What should be created?
The city of Zurich aims to achieve climate neutrality by 2040. But the net zero interim report of the city of Zurich from 2024 shows that the ever-growing number of air travel is putting this goal at risk in the long term. The pilot district can live up to its pioneering role here by breaking new ground to reduce air travel. As long as political conditions do not create new incentives or regulations, organizations and companies have a central role to play in initiating a change in travel culture. This is shown by our 2025 study, which we conducted for the cantons of Basel-Stadt, Geneva and the city of Zurich. We would now like to use the knowledge gained together with organizations and companies in the pilot district (e.g. Stadtspital Triemli, Swisscom) and develop new ways to reduce business travel in the long term. Sustainable reductions do not occur through individual measures or incentive systems alone, but where organizations change their decision-making logics, values and routines in dealing with business travel. This is done in participatory formats in which the central actors of the organization are involved. The aim is not only to initiate the transformation of the travel culture in the individual organisations, but also to create transferable approaches with this pilot project that go beyond the neighbourhood. In addition, the project can also have an impact on the private flight behavior of employees through organizational behavior. In this way, our interventions are intended to contribute to the most important common good project of our time — the path to net zero — and thus to urgent social change.

Since 2015, we have been involved in the development and implementation of processes that lead to a sustainable reduction in air travel in organizations. We initially did this in a university context (e.g. ETH Zurich). Last year, the non-profit iilo GmbH was commissioned by the city of Zurich and the cantons of Basel-Stadt and Geneva to conduct a study to clarify success factors and barriers to reducing business flights in organizations. The study results are now available and we think that they can be implemented in the pilot district in an exemplary manner. The pictures in the appendix give an insight into the instruments of iilo.
