Private car sharing in the neighbourhood

Many residents of the neighborhood do not have their own car - but sometimes they do need one, e.g. for larger purchases or a weekend trip. Many other residents of the neighbourhood own a car, but do not use it every day - e.g. only as commuters on weekdays. The cars could be used by other people if they are not needed by the owners. A model in the neighbourhood ensures that the vehicles are available quickly and nearby and that the rental costs are lower than for Mobility. Incentives must be provided for car owners to participate - e.g. free parking permits, support for motor vehicle insurance and the like. In the long term, this could increase the utilization of existing cars and reduce the number of cars and conserve resources.
