Public transport and bicycles instead of cars

It is intended to promote the use of public transport and bicycles and make one's own car obsolete. The idea is that households without their own car will be able to use e-cargo bikes at a reduced price and possibly. the same could apply to public transport tickets. I imagine frequent stations with cargo bikes, so that it can be easily reached shortly.

We were recently in Vienna and there you can borrow cargo bikes for free, e.g. for transporting objects or children. We took advantage of the offer and drove comfortably through the city with our children (Gretzel Bike). In addition, the offer was also available from public transport. As soon as you have a public transport subscription, you can rent e-bikes or normal bicycles very cheaply.

In Vienna it was done via bicycle shops. I think it has to be distributed throughout the neighborhood with short walking distances. And accessible 24/7.
